can someone tell me how i can make an image be transparent on IE and firefox...

If you already have a transparent PSD or other such file, (not an image, but one readable by some software), then just save it as a .PNG with transparency enabled.
If it has a background which you want to remove, simply draw around the image with the polygonal lassoo tool (I'm assuming you're using Photoshop, I'm unaware of the features of other programs) and once complete, press Ctrl+Shift+I to invert the selection. Press delete, then save the result as a .PNG with transparency enabled.
I hope that helps you. Some versions of IE do not support transparency even if your image is transparent, which can be annoying

All i do is take out big bits of colour with the magic eraser (ask me if you dont know where it is ), and then rub out the bits with the eraser. Make sure it doesnt have a layer undernetah it though as you'll need to delete that. Then save it as a gif or whatever with transparency on.
That or Oj's version lol
